Position Overview
We are seeking an immigration policy analyst to conduct high-profile research projects (white papers, reports, studies) on their own and in coordination with senior staff and external collaborators. The policy analyst will also regularly produce written material and commentary (blog posts, op-eds). Niskanen Center policy research is regularly cited in Congressional testimony, relied on by legislators and policy influencers, and reported on by media outlets. Excellent writing, analytic, and communication skills are essential. The analyst should be conversant in our existing work in this area, especially major framework documents like Principles of Immigration Reform and Faster Growth, Fairer Growth (part IV especially).
Key Responsibilities
- Develop and maintain knowledge of current immigration and visa policy issues, stay abreast of academic research pertaining to immigration, and cultivate an understanding of the politics surrounding immigration policy;
- Execute our portfolio of research and advocacy issues related to immigration policy. Contribute to and take ownership of strategic planning within certain specific sub-areas, such as temporary worker visas, international education, or visa backlogs. They will work in support of achieving long-term priorities, namely making it easier for more people to migrate to the United States and increasing the benefits of immigration.
- Research and write original studies, reports, white papers, blog posts, and op-eds on immigration policy and politics. The analyst’s analysis should evaluate both policy and political tradeoffs in immigration. The analyst must work independently, leverage resources, tackle new challenges, and think creatively.
- Conducting novel data analysis. The ideal analyst will be familiar with statistical modelling and proficient in modelling software such as R or Stata. An ideal analyst will estimate the effects (population sizes, economic impacts, etc) of both past and proposed immigration reforms. They will identify tractable and valuable questions to answer on their own initiative as well as work quickly to answer questions from policymakers and others with original data analysis and estimates.
- Assist in expanding the Niskanen Center’s presence in Washington D.C., including with staff and members on Capitol Hill, relevant academics and experts, and media outlets by participating in briefings, coalition activities, and responding to inquiries. The analyst will build and maintain relationships with our coalition partners in civil society, Congressional offices, and academia, often in collaboration with other Niskanen staff, including government affairs staff.
Minimum Qualifications
- B.A. or higher in public policy or economics;
- 2-5 years relevant work experience;
- Experience conducting novel data analysis;
- Demonstrated understanding of immigration policy;
- Good oral and written communication skills and ability to engage outside individuals and organizations; and
- Ability to translate complex research findings into key takeaways for diverse audiences;
- Commitment to and passion for changing immigration policy, and familiarity with Niskanen’s vision for change.
Preferred Qualifications
- Experience working on Capitol Hill;
- Proven experience developing, engaging, and collaborating with a robust and diverse network of organizations and experts;
- Ability to manage independently long-term projects from start to finish, and a willingness to work with Niskanen colleagues and stakeholders;
- Action-oriented, creative, and entrepreneurial self-starter who assumes personal ownership of work and is capable of effectively prioritizing and working simultaneously on multiple projects; and
- High degree of integrity, ability to build trust, communicate effectively, and collaborate with senior leadership.
