2:45 p.m. update: FEMA approves disaster declaration ahead of Tropical Storm Laura
The federal government has approved a preemptive disaster declaration for Texas.
The declaration, requested Sunday by Gov. Greg Abbott and approved by President Donald Trump today, allows the Federal Emergency Management Agency to provide funds and resources to help displaced Texans. The funds will be a 75 percent reimbursement to the state if Texas should have any residents evacuated and sheltered during Tropical Storms Laura or Marco, which are set to pummel the Gulf Coast this week.
The latest projections from the National Hurricane Center continue to put Houston and Harris County inside the forecast cone predicting Laura's path, although the center of the track is over far west Louisiana.
There is still much uncertainty about where Laura will land, but it will likely impact Houston no matter where the eye makes landfall.
Wind is one of the main factors for Houston. Communities east of Interstate 45 have a 40 to 60 percent chance of experiencing sustained tropical storm-force winds of at least 39 mph.
10 a.m. update: Little change to Laura's track with latest NHC update
The National Hurricane Center will likely issue storm surge and hurricane watches ahead of Tropical Storm Laura's impact along the Gulf Coast, which is expected to make landfall as a hurricane.
Houston is still in the NHC's forecast cone predicting the center of Tropical Storm Laura as it makes landfall on the Gulf Coast in the latest update. The storm is expected to make landfall overnight Wednesday, according to the latest projections.
Laura's center disorganized as it neared Cuba, where it now sits at 10 a.m., according to meteorologists. As it makes its way into the warm waters of the Gulf of Mexico, the system should reorganize and strengthen as it nears the coast.
Laura's wind speed is currently at 50 knots, or about 57 mph. A storm becomes a category 1 hurricane when wind speeds reach 74 mph.
Tropical Storm Marco is expected to make landfall in east Louisiana overnight Monday and will quickly downgrade to a depression. It will continue to move west over land and sit on top of Houston as a depression as late as Wednesday morning.
8:30 a.m. update: Two storms swap threats to Houston
The forecast for tropical storms Marco and Laura – the two systems spinning in the Gulf of Mexico – changed dramatically since Friday. Tropical Storm Laura is now expected to be the main threat to Houston, whereas Tropical Storm Marco should be a downgraded depression by the time it reaches the city.
Marco’s storm center is expected to move west along the Gulf Coast after making landfall in southeast Louisiana and could be downgraded to a tropical depression by the time it reaches Houston early Wednesday, according to the National Hurricane Center.
While Marco as a single storm might not pose a threat to Houston, how it interacts with Laura is yet to be seen.

Tropical Storm Laura is currently near central Cuba and is expected to become a hurricane before it makes landfall somewhere between Galveston and central Louisiana. The latest projections from the NHC place Laura’s landfall on the Gulf Coast late Wednesday, just as Marco’s remnants are scattered over Houston.
Forecast tracks are bound to change as meteorologists scrape data on the two storms, but Houstonians should prepare storm kits now.

The NHC has not issued any coastal watches or warnings ahead of the storms, likely because of their uncertain tracks.
