Dixon Planning Commission to consider extension of residential care center permit - Vacaville Reporter

The applicant of a proposed residential care center on North Lincoln Street is requesting an extension for the design review and conditional use permit for the project. The Dixon Planning Commission will consider this extension at Tuesday’s meeting.

On May 12, 2020, an application submitted by Manjit Minhas submitted for a design review and conditional use permit was conditionally approved by the commission. The center, located on a vacant lot near the northwest corner of North First Street, aims to have 41 one- and two-bedroom studios, a medical station, salon, laundry room, office, chapel/theater, living room, dining room and kitchen to accommodate up to 49 residents and approximately five employees per shift. The building also includes a central courtyard and 25,366 square feet with a maximum height of 29 feet.

Per city code, approvals of north design reviews and conditional use permits are voided a year after the approval date unless a building permit is issued or the city receives an extension. Associate Planner Scott Greeley wrote in a staff report that the project has not yet been submitted for building permits, so an extension of the project was the next alternative.

Greeley wrote the city received an application May 14 requesting an extension, which he noted was done in a “timely manner” and did not propose any changes beyond what had been previously approved by the commission. He also wrote that not having building permits was understandable, given the past year.

“The city’s one year timeframe for approvals is inherently very tight, and when coupled with the COVID pandemic and high costs of construction materials, it is not surprising that building permits were not obtained within the one year,” he wrote.

Staff is recommending the time extension request be approved.

In other business, the commission will consider design reviews for three model homes in the proposed Homestead subdivision.
