FAIRMONT — Martin County Commissioners took a step forward on a proposed Martin County Justice Center Tuesday. The board heard from Jonathan Loose of Wold Architects and Engineers, who gave a presentation on a proposed design for the center. The board approved the proposal for Wold Architects and Engineers for architectural services with a Service Fixed Fee of $1.9 million, reimbursable at a maximum for $86,000 for a total maximum service contract not to exceed $2 million.

According to Robert Long of Larkin Hoffman Attorneys of Bloomington the Minnesota legislature recently adjourned without much being accomplished to procure the county’s $20 million state bonding request, because there was no bonding bill passed by either the House or the Senate.

“What that meant was that all the conference committees that were viewing the various spending bills couldn’t do their work,” he said. “They announced that they would come back into a special session on June 14, where it appears the Governor is going to extend his emergency powers for at least one more period of 30 days.

“Every time he does that, he has to call the legislature into special session. So the conference committees all disbanded and all the various spending bills that needed to get adopted are being worked on by working groups consisting of the chairs of the committees. So that’s what’s happening this week. By Friday they’re supposed to be coming to an agreement on their respective bills, according to an agreement that was reached on May 17.”

As far as the agreement with Wold, Commissioner Elliot Belgard posed a question on procuring potential funding through some Federal funds.

“We’ve got Biden’s infrastructure plan coming up,” he said. “What would be the possibility if we have all our design in place, and a lot of times when those things come up and you’re shovel-ready, would there be a possibility that we could get funds for this type of project?”

Loose said that may in fact be a possibility.

“From what we’ve been hearing about this next round of public funding is that they’ll have a longer time frame on how that money gets spent. Regardless of the things that happened before, if there’s a possibility we would certainly try to go after that funding.”

In other news, the board approved a motion to revise the County Response to the Covid-19 Pandemic Guidance and Directives. Notably, constituants and employees will no longer be required to wear face coverings inside county facilities. Masks will still be required in court rooms until June 14.

In other action, the board:

— Approved a motion increasing the hours of the 4H Summer Coordinator Position by 10 hours to a full 40 hours for the length of 14 weeks.

— Approved the purchase of a commercial mower for Sentancing to Service from John Deere C&B Operations, LLC in Truman for a price of $7,300.

— Approved the hire of part-time corrections officer Pablo Leal for the Martin County Sheriff’s Office.
