He did not specify what charges could be brought against those in custody.

10:40 p.m.

According to the public relations firm retained by the city of Brooklyn Center, the city has issued a citywide curfew from 11 p.m. Friday night to 6 a.m. Saturday.

10:30 p.m.

State troopers have started making arrests and leading protesters away in zipties. According to a KSTP crew at the scene, a "cavalcade" of squad cars flooded Humboldt Avenue to process people being placed in custody.

10:05 p.m.

The Minnesota State Patrol has now rushed into the area and formed a line blocking off Humboldt Avenue from the south side of the police station. Chopper footage shows people in the crowd running away into nearby parking lots as squad cars flank the police station from the north.

9:55 p.m.

Authorities have declared the protest outside of the Brooklyn Center Police Department an unlawful assembly, according to KSTP crew at the scene.

Protesters were seen rattling the fence as tensions grew, and police have deployed flash bangs to disperse the crowds. Some protesters at the front of the group have shielded themselves with umbrellas.

9:15 p.m.

The number of protesters outside the Brooklyn Center Police Department has now swelled to "several hundred," according to KSTP reporter Richard Reeve. The crowd so far has remained peaceful, and there has been no engagement from law enforcement.

Chopper footage shows National Guard vehicles parked near the inside of the double-layered chain-link fence, but no members of law enforcement are visible on the police station's front lawn, which is brightly illuminated with floodlights. However, our crews have seen troops on the roof of the building.

8:13 p.m.

Protesters marched south from the police station and are gathered at 65th and Humboldt avenues, just off the entrance to Highway 100, before turning around and heading back north. Over the past week, the Minnesota State Patrol and the Minnesota National Guard have blocked off this intersection and used it as a staging area to arrest protesters out past curfew.

6 p.m.

A KSTP reporter at the scene estimates 200 people are already outside the Brooklyn Center Police Department. The protesters are up against the fence and chanting, but it has been a peaceful assembly so far.

Brooklyn Center Mayor Mike Elliott announced this evening that he will change course and not impose a citywide curfew Friday night. The most recent curfew went into effect Thursday at 10 p.m., but law enforcement did not issue any dispersal orders even as protesters remained outside the police department well after 11 p.m.
