ELKINS — The Randolph County Development Authority announced that 10 different architecture and engineering firms have expressed interest in the proposed strategic plan for the Elkins Railyard.
The RCDA recently put out a request for proposals for the construction of a commercial building as well as an event center/conference center in the popular downtown area.
“We received proposals from 10 different architecture and engineering firms for the event center and the multi-tenant commercial building,” RCDA Executive Director Robbie Morris told The Inter-Mountain Thursday. “So we will be going through the process to evaluate those and schedule interviews with those firms.”
Morris said he is hoping that by the time the Development Authority meets in May, a firm will be selected.
After the selection, officials will get together with the chosen architecture and engineering firm and put a game plan together for how they want the design process to go.
“We will have input from various stakeholders that are relevant to each individual project, and then start working on broader ideas and some project concepts in order to fine tune them into a finished product,” Morris said.
“The architect and engineer will then do an artist’s rendering, and we will do preliminary site plans, preliminary floor plans, and then the big thing which is the engineers’ estimate on construction costs, so we know what kind of money we need to come up with to fund the individual projects.
“Once we have a dollar figure, we will start looking for different resources and financing options to make the projects a reality,” Morris said.

Also this week, the RCDA approved an extension of the Atlantic Coast Pipeline’s lease in Huttonsville for another year.
The pipeline was shut down in the midst of construction, and the entire pipeline project was canceled in July 2020.
“They are still trying to figure out and waiting on the federal regulators to let them know what they have to do to clean up the project and officially close it out,” Morris said/ “With renewing the lease, they can still use the property for staging construction equipment and other things related to closing out the project.”

The RCDA also approved a proposal to post a pair of new jobs.
The two new positions are an administrative assistant, which Morris said will allow the RCDA to expand its office capabilities, and a new deputy coordinator for the West Virginia Wood Technology Center.
